in the New York Times Magazine:

...Bryan Caplan, an economist at George Mason University, has attracted notice for raising a pointed question: Do voters have any idea what they are doing? In his provocative new book, “The Myth of the Rational Voter: Why Democracies Choose Bad Policies,” Caplan argues that “voters are worse than ignorant; they are, in a word, irrational — and vote accordingly.” Caplan’s complaint is not that special-interest groups might subvert the will of the people, or that government might ignore the will of the people. He objects to the will of the people itself.

In defending democracy, theorists of public choice sometimes invoke what they call “the miracle of aggregation.” It might seem obvious that few voters fully understand the intricacies of, say, single-payer universal health care. (I certainly don’t.) But imagine, Caplan writes, that just 1 percent of voters are fully informed and the other 99 percent are so ignorant that they vote at random. In a campaign between two candidates, one of whom has an excellent health care plan and the other a horrible plan, the candidates evenly split the ignorant voters’ ballots. Since all the well-informed voters opt for the candidate with the good health care plan, she wins. Thus, even in a democracy composed almost exclusively of the ignorant, we achieve first-rate health care.

The hitch, as Caplan points out, is that this miracle of aggregation works only if the errors are random.

another sour graping effort... tsk, tsk, tsk... I think Filipinos are now becoming intelligent voters (i.e. less actors/actresses in politics as per recent elections)...

uhm, i must be missing something here,.. i thought the study was made on democracies, but not on a particular nation's.

anyway, i'm in the same opinion that Filipinos have become more rational with their choices lately, but i wouldn't go so far as to mention the decrease in actors in office as a tell-tale sign. i just don't think it would be "politically" correct,.. hehe!

Adu111, do your observations apply to Baguio as well? Do you know who the author of the Uniwide takeover of the Public Market is?

Do you know who among those elected actually voted in the Council Sessions for the Jadewell and the Casino? Who among those voted into office is a usurer? Etc., Etc.

I'll close this topic now if you think this is all for selfish interest.

as per what cidsibug said, "Filipinos have become more rational with their choices lately". You got me there. I don't really know anything about your politics in Baguio but I think what you are talking about happens in every local government, national government and probably in other countries. There is no perfect candidate in politics. Perfect candidates are for idealists. These imperfections in elected or governing officials are what you can call the "spices" in politics and government. We voters are taking risks at electing these officials in hopes that these imperfections will be overshadowed by a great service to their fellowmen.

I don't find this topic as "for your selfish interest". I just find it rather odd that you talk about "Why the Incumbents Stay Entrenched in Power: Lessons in Real Politik" and "Do voters have any idea what they are doing?" when you yourself ran for office in the recent elections. But I do admire your "A Wishlist for Baguio" topic. I find you to be a very excellent journalist/activist rather than a politician.

Going back to the topic. I think Filipinos (nationwide) have made rational choices in the recent elections. Only time will tell if they did make the right choice. But then again, this is a democracy. We may or may not be able to achieve political stability. All we can hope for now is good luck and may God bless us for whatever path we all took.
